STAKEHOLDERS ENGAGEMENT ON HOW TO MOBILISE FUNDS TO SUPPORT INFORMATION DISSEMINATION ON EPIDEMIC DISEASES

The Lower Many Kr obo Municipal Assembly on 23rd June, 2022 held a meeting with its stakeholders at the Municipal Assembly Hall to discuss about how to raise funds to aid in information dissemination on epidemic diseases.
Speaking at the gathering the Municipal Coordinating Director Mr. Selom Tibu welcome the participants to the meeting and told them to fill free and asked questions relative to the issues that will be discussed. He used the opportunity to highlight some of the developmental projects the Assembly has done over the past Four (4) years. He said the will be a divergent views regarding the subject matter but decision should be taken, so that together we build the Municipality.
The Municipal Chief Executive Hon. Simon Kweku Tetteh in his speech also reiterate the developmental projects the Assembly has done over the past few years. He said Lower Manya Krobo Municipal Assembly is among the Four (4) Municipalities in the Eastern Region and Twenty – Five nation wide benefiting from the Secondary City program sponsored by the World bank. Hon. Tetteh said the initial funding the Assembly received was used to construct One Hundred and Eighty – Eight (188) lockable stores at the Agormanya market. The second funding was also used to construct 1.2km road from Kpanyas junction to Canan and a Business Resource Centre with an auditorium of Three Hundred seater Capacity. The Municipal Chief Executive said the next funding the Assembly will be receiving will be to construct some drainages and roads that are in deplorable state. He advice the participants to pay their tax obligations so that the Assembly will get more revenue to do more of the developmental projects.
Presenting on the epidemic diseases, Mrs. Selasi who represented the Municipal Director of Health presented statistics on the following H1N1, H3N2, RABBIES, COVD – 19 and CHOLERA from 2018 – June, 2022. H1N1:Thirty – Two (32) and Fourteen (14) cases was recorded for the year 2018 and 2021 respectively. H3N2: Four Hundred and Eighty-Seven (487), Seventeen (17), Forty-Seven (47) and Thirteen (13) cases was respectively recorded for the year 2019, 2020, 2021 and 2022. RABBIES: TWO (2) cases was recorded for the year 2019 and unfortunately both of them died. COVID-19: Three Hundred and Twenty-Eight (328), Two Hundred and Seventy-one (271) and Seventeen (17) cases was recorded in 2020, 2021 and 2022 respectively from a total sample of Five Thousand One Hundred and Forty-Four (5,144) collected of which Four (4) died. CHOLERA: No case was recorded for the years under review.
Mrs. Selasi said for covid -19 vaccination Twenty Nine Thousand Five Hundred and Eighty-Eight (29,588) people took the first dose, Eleven Thousand Two Hundred Ninety-Two (11,292) took the Second dose and One Thousand Nine Hundred and Fifteen (1,915) took the booster making a total of Forty Two Thousand Seven Hundred and Ninety- Five (42,795) people so far vaccinated. She indicated some challenges such as poor adherence to safety protocols, lack of funds and inadequate performance of community surveillance volunteers facing the Health Directorate and pleaded with the stakeholders to help them overcome these challenges.
Mr. Benjamin Asah the Municipal planning officer in his delivery stated that, the Municipality is blessed with so many developmental potential and so there is the need to have a plan to make these potential reality. He said, recently a team went round all the electoral areas in the Municipality to collect the needs of the people from the various electoral areas to enable the Assembly have its Medium Term Development Plan for the next Four (4) years. Mr. Asah said, after the need assessment, cost was allocated to them and it pointed out that an amount of Fifty Eight Million Six Hundred and Fifty Thousand Eight Hundred and Eighteen (58,650,818) Ghana Cedis will be needed to provide the facilities the people are requesting in their electoral areas. He the therefore pleaded with the people to pay their tolls given to them so that the Assembly can be able to deliver.
It was agreed that as a stakeholders and development partners to the Assembly, fifty (50) Ghana Cedis will be levey among themselves to purchase fuel for the publicity vans, payment for community information centres and air time for radio stations to start with.

GROWTH AID PROVIDE WATER TO KROBO GIRLS SENIOR HIGH SCHOOL

Growth Aid, a Non-Governmental Organisation on Thursday 26th May 2022 through the Lower Manya Krobo municipal Assembly handed over a newly completed Mechanised Borehole Water facility with an overhead Poly Tank to Krobo Girls Presbyterian SHS.-
The initiative fall under the Sustainable Water, Sanitation and Hygiene Project (sWASH III) of the organization which Lower Manya Krobo Municipality has benefited massively.
The Municipal Assembly received 25 new Mechanised Borehole while 6 of the fault existing borehole water facilities in the middle belt of the Lower Manya Krobo Municipality were also repaired through this partnership.
Dr. Joe Lambongang, Executive Director of Growth Aid in the address acknowledge the unique support from the Latter-Day Saints Charities over the years which has made their work and commitment to provide portable water to the good people of Ghana a reality.
He continue to commend the hard working Municipal Chief Executive for the area, Hon. Simon Kweku Tetteh for his maximum cooperation and support over the year which has made their work in the area successfully with no frustration as he assured to do more for the good people of the Lower Manya Krobo Municipality in the coming years.
Hon. Simon Kweku Tetteh, MCE for Lower Manya Krobo Municipality on his own behalf and on the behalf of the people of Lower Manya Krobo Municipality expressed their appreciation to Growth Aid under the able leadership of Dr. Lambongang which has helped the Municipality and government as well in providing portable water to several communities and institutions in the area which further helped to ease the pressure on the Assembly and Government.
He continue to assured them of his continuous cooperation and support to enable them continue to provide these reliable water supply system for the good of the Lower Manya Krobo Municipality.
Rev. Abraham Djaba Okai, Dangme-Tongu Presbytery Chairperson dedicated the newly completed water supply facility as it was immediately handed over to the School community through the Headmistress, Mrs. Betty Aduhene-Chinbuah for use.
Mrs. Betty Aduhene-Chinbuah also expressed their gratitude to the donors and the Hon. MCE for Lower Manya Krobo Municipality choosing their school as she used the opportunity to appeal to the NGO as well as other organizations or individuals who have the capacity to provide the School with more washrooms and toilet facilities to come to their aid since the existing facilities are not enough to accommodate the over 2000 student population.

GOVERNMENT COMPLETE 12-UNIT 3 STOREY CLASSROOM BLOCK AT AKRO TECHNICAL SENIOR HIGH SCHOOL

Hon. Simon Kweku Tetteh, MCE for Lower Manya Krobo Municipality on Thursday 26th April, 2022 took over the newly completed 12-Unit 3 Storey Classroom Block with ancillary facilities at Akro Technical SHS.
The newly completed facilities have a 12 seater W/C toilet facility and a modern waste management facility attached which will convert the waste from the toilet facility into a household gas for use. The project which was started in the later part of 2019 by the ruling Government as part of the facility improvement initiative to accommodate the increase in enrollment population by the Akro Technical SHS as successfully executed and handed over by the Contractor, Upgrade Development Limited.
Hon. Simon Kweku Tetteh commanded the contractor firm and the supervising consultants for the excellent job done which really gives the taxpayers value for their money. The Hon. MCE continue to use the opportunity to expressed his heartiest appreciation to the President of the Republic of Ghana, H. E. Nana Addo Dankwa Akufo Addo for giving the Lower Manya Krobo Municipality their fair share of infrastructure developments both in the Education and health sector.
He continue to entreat the Management of the School being headed by the headmaster to safe guard the project by practicing very good maintenance culture which is the best way to attract more in terms of schools in the Municipality.
Hon. Simon Kweku Tetteh also used the opportunity to advise the student community of Akro Technical SHS to be law abiding and respectful students since their behavior and academic performance as student plays a key role in attracting development project to the school.
Mr. Charles Ossom Baah, Headmaster of Akro Technical SHS on his own behalf and on behalf of the entire Akro Technical SHS fraternity expressed their heartiest appreciation to the President. They thanked Hon. Simon Kweku Tetteh for all efforts made to give the School this all important project which will go a long way to ease the pressure on the existing facilities and also improve teaching and learning conditions in the School.
Mr. Victor Kofi Badu, Planning officer at the Municipal Education Directorate represented the Municipal Education Director officially the keys of the facilities from the Municipal Chief Executive and also handed over them to the headmaster of the School for further arrangements before use as he expressed their profound gratitude to Hon. Simon kweku Tetteh and ruling NPP Government under the able leadership of H. E. Nana Addo Dankwa Akufo-Addo for providing several education infrastructure projects within has improved upon the teaching and learning conditions in the schools in the Municipality.
A delegation from the NPP Fraternity in the Lower Many Krobo Constituency led by the 1st Vice Chairman, Fitzgerald V. E. O. Mate-Korle were in attendance to witness the brief handing over ceremony.

MONITORING OF COMPOSITE BUDGET IMPLEMENTATION IN THE MUNICIPALITY LED BY MINISTRY OF FINANCE AND REGIONAL COORDINATING COUNCIL AT THE MUNICIPAL ASSEMBLY HALL

On the 2nd June, 2022 the National Technical Working group team on Composite Budget visited the Lower Manya Krobo Municipal Assembly during their routine Monitoring exercise at Lower Manya Krobo Municipal Assembly Hall. The team was led by Mr. Ebo Amoah from Ministry of Finance and Mr. Francis Asare from Eastern Regional Coordinating Council.
They interacted with the expanded Management of the Assembly which included Municipal Coordinating Director, Heads of Departments and Units. The Monitoring team used questionnaires to facilitate discussions in the meeting.
They touched on matters such as Policy-Based Strategy and Budgeting, Budget Reliability, Transparency of Public Finance, Management of Asset and Liability, Predictability and control in Budget Execution, Accounting and Reporting and Cross Cutting Issues.
At the end of the monitoring team visit, they entreated Management of the Lower Manya Krobo Municipal Assembly to come out with innovative ways on the implementation of the Fiscal Decentralization Policies.

ONE DAY ORIENTATION WORKSHOP FOR NEWLY EMPLOYED OFFICERS OF THE LOWER MANYA KROBO MUNICIPAL ASSEMBLY HELD AT THE MUNICIPAL ASSEMBLY HALL.

On the 26th May, 2022 the Lower Manya Krobo Municipal Assembly organized a one- day orientation Workshop for Twenty- Two (22) newly recruited staff. The programme was organized by the Human Resource Department.
Purpose of the meeting:
I. Understand the Local Government Service in general
II. Be abreast with the Acts/legislative frameworks governing the establishment and function of the LGS
III. Be abreast with the LGS protocols
IV. Be equipped with the DOS and DONT’S of the service
Hon. Simon Kweku Tetteh the Municipal Chief Executive (MCE) welcomed the 22 new staff to Lower Manya Krobo Municipal Assembly. He admonished new staff on Matters such as punctuality, respectfulness, learning on the job which is of great concern to the output of Municipality.
Departments and Unit officers took turns to educate the new staffs of their functions to the Assembly.

THE FIRST ORDINARY MEETING OF THE 4TH SESSION OF THE 7TH ASSEMBLY OF THE LOWER MANYA KROBO MUNICIPAL ASSEMBLY ON TUESDAY, 12TH APRIL, 2022 AT THE MUNICIPAL ASSEMBLY HALL,ODUMASE-KROBO.

Pursuant to Section 28 of the Local Governance Act, 2016 (Act 936) to address you on the occasion of the 1st ordinary meeting of the 4th Session of 7th Assembly of the Lower Manya Krobo Municipal Assembly.

Hon. Presiding Member, first of all, we have to thank God for His Grace and Favours for making it possible to assemble here once again to deliberate on issues of development for our people.
This address will highlight the following areas for your information and deliberation. The areas include:
• Administration
• Finances of the Assembly
• Progress Report on Physical Projects and Roads
• State of implementation of Government Policies and Social Intervention Programmes
• Executive Committee reports.
1.0 ADMINISTRATION:
Hon. Presiding Member, running the administration has not been easy at all in the face of limited resources. As you may be aware, we are inundated with requests and demands on daily basis from the public, Hon. Members, other Departments and Agencies of government and staff, to solve one problem or the other. It is a daily battle of prioritizing the needs to ensure that the little resources that come in are used judiciously.

Hon. PM, one major challenge of the Assembly is the cost of litigation on the numerous court cases against the Assembly and the frequent demands for compensation on lands allocated to the Assembly decades ago for physical development including the Assembly Office land and the Assembly quarters land. I must say this is a huge drain on the Assembly and it is retarding development.

1.1 STAFFING:
Currently, the Assembly has a total staff strength of 196 made up of 168 mechanized compensated staff and 28 IGF staff. (This is only for Schedule 1 departments). During the period under review, the Assembly experienced some changes in staffing as follows:
Samuel Adjinbaruk -Deputy Director has been posted out and replaced by Yahaya Alhassan, Deputy Director. Sahadatu Yahaya – Senior Development Planning Officer, Linda Osei Nimako- Assistant Procurement Officer and Daniel Dorgbefu – Senior Executive Officer were also posted out. Again the Municipal Cultural Officer, Mr. Wilfred Kene Apo proceeded on compulsory retirement and replaced by Mr. Francis Anomah, the Municipal Director for Non-Formal Department, Mrs. Matilda Bonsu also went on compulsory retirement and she has been replaced by Mr. Emmanuel Kwesi Lawer. The Assembly however received the following new staff:

2.0 SECURITY:
Hon. Presiding Member, I wish to inform the House that the Municipality has generally remained calm and peaceful due to the vigilance of our hardworking security services. The only incident that nearly marred the peace was a mob action by Students of Akro Senior High Technical School that led to the death of a gentleman. Our vigilant security officers responded swiftly to prevent a reprisal attack from town folks. I want to assure you that MUSEC will do everything within its power to ensure that the Municipality remains peaceful. As always, I will continue to appeal to you Hon. Members to be security conscious and report promptly to the security agencies any incident that has the potential of disturbing the peace the Municipality is currently enjoying.

ECG Matters:
Hon. Presiding Member, the Electricity Company of Ghana Limited (ECG) since February, 2022 has been engaging various stakeholders aimed at rolling out prepaid meters. Honourable Assembly Members had their turn last week Wednesday. Honourable members are entreated to encourage their electorates to patronise the community engagements when the team gets to your community.
3.0 FINANCES OF ASSEMBLY
Hon. Presiding Member, the essence of decentralization and the creation of District Assemblies is to allow for enough revenue mobilization at the local level to embark on developmental projects to meet the plans, needs and aspirations of the people at the grassroots.
Money is the lifeblood of every organisation, and for that matter, as an Assembly, it is incumbent on us to mobilize enough funds to provide the amenities needed to raise the living conditions of our inhabitants.
Hon. Presiding Member, as at 31st December, 2021, the Assembly had received a total of Nine Million and Twenty-Nine Thousand, Four Hundred and Eleven Ghana Cedis, Thirty-One Pesewas (GH₵9,029,411.31) out of an approved budget of Twenty- Five Million, Five Hundred and Eighty-Five Thousand, Six Hundred and Forty-One Ghana Cedis, Seventy Pesewas (GHC25, 585,641.70) and this represents 35.29% of the approved budget for the year.
Hon. Presiding Member, the total IGF revenue generated as at 31st December, 2021 stood at Nine Hundred and Seventy-Five Eight-three Thousand, Three Hundred and Fifteen Ghana Cedis, and Six Pesewas (GH¢975,872.06) representing 82.2% of the annual budgeted Revenue of One Million ,One Hundred and Eighty-Three Thousand, Seven Hundred and Twenty-One Ghana Cedis (Gh¢1,183,721.72).
The Annual Account for the year 2021 which includes the Income and Expenditure Statements has been prepared and submitted to the Ghana Audit Service for validation and publication.
Hon. Presiding Member, notwithstanding the achievements of the overall revenue objective of 2021 through the implementation of the 2021 Revenue Improvement Action Plan, a number of challenges were seen to have obstructed revenue collection exercise during the period under review. A few are enumerated below:
1. The non-function of Markets within the Municipality with direct effect on Daily Tolls and Lorry Park Fees.
2. Frequent attacks on revenue collectors manning our revenue barriers.
3. In ability to collect revenue from the Akuse Area for the period under review.
4. Inability to retrieve monies from some toilet operators.
Hon. Presiding Member, Management together with F&A would continue to review and adopt measures to ensure that revenue collection is improved constantly. I therefore hope that, with concerted efforts, we would achieve our target for this year.

2.0 PHYSICAL PROJECTS
Hon. Members, the Assembly continues to spend a large proportion of its revenue on capital and infrastructural projects. We are of the firm believe that, these physical projects will alleviate the plight and hardships of our inhabitants.
During the period under review, some projects were completed whilst others commenced.
i. A Dormitory block has been completed and handed over.
ii. 10 Seater Water Closet Toilet facility completed.
iii. Handing over of 1 No. 3-Unit Classroom at Ayemesu Kpeti.
iv. Handing over of 1 No. 3-Unit Classroom at Aplah.
v. 1 No. 6-Unit classroom block completed and in use.
vi. The Municipal National Health Insurance Office project is about 94% complete and would soon be handed over.

2.1 ROADS AND AUXILIARY SERVICES
Hon. Presiding Member, the Assembly is very much aware of the deplorable nature of roads in the Municipality, coupled with choked drains and gutters.
I am happy to report that the Assembly during the period under review, the Assembly undertook the following:
1. Reshaping of 27KM Oborpah –Djekity road has been completed.
2. Pothole patching and Sectional improvement of 17.1 KM of Okwenya Junction through Akuse to Asutuary has commenced.
3. Okwenya Bridge has been opened for vehicular use.
Honourable Presiding Member, let me hasten to add that very soon work on pothole patching would begin from Somanya to Kpong and the link roads.

2.2 Electrification Project
Hon. Presiding Member, the extension of electricity to the middle belt is near completion. The transformers have all been installed and the project is about 90% complete. The project is expected to connect the following communities to the national grid: Obelemanya, Wawase, Aplah, Aboben, Odokom and Ayemesu Kpeti.
2.3 Installation of Solar panels in the middle belt
Hon. Presiding Member, the Assembly took delivery of quantities of solar panels from the Ministry of Energy and the panels have since been installed by installers from the ministry of Energy in the following communities: Oborpah Djekity, Yokuyim, Tledom, Akomakopa and Oborpah East. The panels were installed in public places such as schools, CHPS compounds, Churches etc. to provide lights and phone charging systems for the communities.
3.0 GHANA SECONDARY CITIES SUPPORT PROGRAMME (GSCSP)
Hon. Presiding Member, the GSCSP programme is targeted at institutional and infrastructural development in the Municipality aimed at addressing some of the important development challenges while at the same time assisting in implementing government’s decentralization and urban development policies.
3.1 Urban Development Grant (UDG 1)
Hon. Presiding Member, as you are aware, the Assembly applied the first funds under the programme to redevelop Agormanya Market where 188 lockable stores are being constructed under two lots. Update of the on-going projects as at 31st March, 2022 stood at:
Lot 1 – 82 lockable stores is 69.00% complete.
Lot 2 – 106 lockable stores is 56.84% complete.
The initial contract period was six months but the project is far behind scheduled as a result of some challenges and the contract period has been extended. The project managers are working hard to ensure the projects are completed.

3.2 Urban Development Grant (UDG 2)
Hon. PM, under UDG2, the grant is funding two projects, that is:
• 1.2 KM bituminous surfacing of Kpanyas – Kenan road and it is 68.57% complete.
• The construction of a multipurpose Business Centre and it is 62.16% complete.

3.3 Urban Development Grant (UDG 3):
Hon. Presiding Member, under UDG 3, the following projects have been earmarked to be executed under UDG3: 1.5KM bitumen surfacing of the Aklomuase – Starr Villa Road, 800 Metres of Bitumine surfacing of the Atua Government Hospital Road and an expansion of the Manam drainage system.

4.0 STATE OF IMPLEMENTATION OF GOVERNMENT’S FLAGSHIP PROGRAMMES AND SOCIAL INTERVENTIONS IN THE MUNICIPALITY
Hon. Presiding Member, the Government of Ghana, as part of its development agenda, outlined a number of policy programmes, which are to be implemented at the local level by District Assemblies.
In line with the provision of section 28 in the Local Governance Act, 2016 (ACT 936), I wish to report to you, the state of implementation of Government flagship policies and other social intervention programmes in the Municipality:

4.1 Free Senior High School Policy
Hon. Presiding Member, the introduction and implementation of the Free Senior High Policy during the 2021/2022 Academic year, has resulted in high enrolment in the public Senior High Schools in the Municipality. This has afforded Junior High School leavers who hitherto couldn’t have been able to continue their education to the Second Cycle Institutions due to the exorbitant cost involved, the opportunity to do so is now. I wish to use this opportunity to urge all of you to take advantage of this important social intervention policy. It is worthy to note that due to the huge investment in infrastructure made by government, the double track system has been abolished. Hon. PM, I am also happy to announce that the Community Development Vocational School, Kpong has been absorbed into the Free Senior High School and admissions is currently on-going for the first batch of Free Senior High School students for the school.
4.2. School Feeding Programme
Hon. Presiding Member, the Ghana School Feeding Program (GSFP) is an initiative of the Ghana Government that seeks to enhance food security and reduce hunger, poverty and malnutrition. The immediate objectives of the programme are to reduce hunger and malnutrition, increase school enrolment, attendance and retention and boost domestic food production in deprived communities. The basic concept of the program is to provide children in public primary schools and kindergartens with one hot adequately nutritious meal prepared from locally grown foodstuffs on every school going day.
Hon. Presiding Member, our municipality currently has 36 schools on the programme and 13,316 number of pupils are fed one hot nutritional meal on a daily basis.
It is then evident that the programme initiative is a positive contributor towards the increase in the enrolment and is on the path to achieving improved school general enrolment, which would subsequently result in improved attendance and retention in public basic schools. It is therefore hoped that this initiative will further enhance the enrolment of all children within the said age cohort into schools.
Also, it has given employment to 36 Caterers, about 120 cooks and other indirect employment in terms of those in the supply chain. I wish to implore all of you in ensuring the sustainability of this programme to promote its continual existence.
4.3 Agriculture:
Hon. Pm, during the period under review, the department of Agric continue to undertake their routine extension services to crop and animal farmers in the municipality.
4.3.1 Planting for Export and Rural Development (PERD)
Hon. Presiding Member, the Planting for Export and Rural Development (PERD) is one of government’s flagship policy aimed at making Ghana a self-sufficient economy and eventually move Ghana beyond aid. The Assembly has been implementing the policy since it was started and we have made strides in the Municipality’s annual agricultural output. In addition, there has been a continuous increase in the number of people who have taken up farming, and also an increased in the number of acreage cultivated. Currently, the Department of Agriculture has taken delivery of 9,000 oil palm seedlings to be distributed free to interested farmers. All those interested should contact the department of Agriculture for free seedlings.
4.4 Nation Builders Corps (NABCO)
The Nation Builders Corps (NABCO) programme is a government initiative to address graduate unemployment to solve social problems. Recently the beneficiaries completed their three year internship programme but majority have gained permanent jobs in the numerous recruitment carried out in the various sectors. Currently, plans were far advance to enrol the next batch.
4.5 National Digital Property Addressing System
Hon. Presiding Member, as part of government’s effort in formalising the economy to ensure efficient delivery of services, easy identification of properties and broaden the tax base for rapid economic development.
Hon. Presiding Member, the Assembly has taken keen interest in this initiative because, it will eventually solve tax evasion and block revenue leakages, as it will aid in easy identification of properties and improve our database. The Assembly is currently working hard to ensure it completes the street naming in the municipality.
4.6 NATIONAL YOUTH EMPLOYMENT AGENCY
Hon. Presiding Member, the National Youth Employment Agency is functioning effectively in our municipality. Currently, the Agency is running three Modules in our municipality. Below is the breakdown:
Community police – 33
Youth in sanitation – 228
Teaching Support – 32
Hon. Presiding Member, very soon the Community Health Assistance module would soon be included.

5.0 SANITATION
Hon. Presiding Member, the Assembly through the Environmental Health and Sanitation Unit continues to educate inhabitants on sanitation as well as measures to promote and sustain good environmental practices in the municipality.
Hon. Presiding Member, on the abandoned toilet facilities, management was working hard to get some of them completed for the utilisation of the public.
5. SOCIAL PROTECTION PROGRAMME

5.1 LIVELIHOOD EMPOWERMENT AGAINST POVERTY (LEAP):

Hon. Presiding Member, as you may be aware, the Livelihood Empowerment Against Poverty (LEAP) provides bi-monthly cash payments to extremely poor households in the country. Beneficiaries also enjoy free registration on the National Health Insurance Scheme. Currently, 2143 people in 66 communities in our municipality are beneficiaries of the programme. Payment of the 75th and 76th cycles would be carried out before the close of the month of April and honourable members are therefore urged to allay the fears of beneficiaries that they would very soon receive their monies.

5.2 DISBURSEMENT OF DISABILITY COMMON FUND
Hon. PM , under the persons with disability fund, the Assembly was able to hand over economic empowerment items as start-ups to ten (10) beneficiaries in March, 2022 comprising five males and five females including victims of the shooting incidence during the demonstration of youth groups against ECG. The Assembly was currently compiling the list of applicants for the next allocation.
Hon. PM, in addition to the above, the district fund management committee (DFMC) disbursed in line with the guidelines to PWDs for settlement of school fees for 35 PWDs and 5 persons benefited from medical support. This brings to a total of 566 beneficiaries of the fund since 2017.
6.0 CLEARING OF WATER HYACINTH
Hon. PM, the Volta River Authority in collaboration with the Municipal Assembly has commenced clearing of water hyacinth on the Kpong Habour. Honourable members and the community members around the lake should take note and cooperate with the team undertaking the exercise.

RECOMMENDATIONS FROM THE EXECUTIVE COMMITTEE (EXECO)
The Executive Committee met on Thursday, 7th April, 2022 and came up with the following recommendations for consideration and approval by the General Assembly.
1. Hon. Assembly Members to assist the Electricity Company of Ghana Limited in educating the general public on the installation of prepaid meters in the municipality.
2. The Committee recommended the re-introduction of Marine Police on the Volta Lake to reduce the rampant menace of dead bodies on the lake.
3. The Assembly through its Works Department should barricade uncompleted toilet facilities that are being used as ghettos.
4. Intensify Police Patrol at the Agormanya and Kpongunor Markets areas in the night.
5. The Committee recommended for the Assembly Members to pay their basic rates (GHS3.00) from their sitting allowance to improve on the revenue collections.
6. Renovate or fix all broken down or malfunctioning boreholes in the middle bet especially in Tsledom.
7. Conversion of a 6-Unit Classroom into CHPS Compound at Ayermesu Yokuyim after approval from the Municipal Director of Health Services and Head of the Works Department.
8. Reshape the deplorable road in the middle belt especially at Popotia.

CONCLUSION
Hon. Presiding Member, as I conclude, I wish to urge and encourage Hon. Members to give off their best in the face of all the challenges they face as Assembly Members. In your own small way, continue to educate and sensitize your communities on the need to honor their tax obligations to the Assembly, the need to keep their surroundings clean and the need to keep the peace we are enjoying. Let us use every little opportunity we have to educate the public on the work of the Assembly and the need to support the Assembly to deliver better services to the people.

MCE take over two different 3-Unit classroom blocks at Ayemersu Kpeti and Abobeng

The Municipal Chief Executive for the Lower Manya Krobo Municipality,Hon. Simon Kweku Tetteh has taken over 2 new completed 3-Unit Classroom blocks With Ancillary Facilities in the middle belt and handed it over to the communities.
A short ceremony held at Ayemersu Kpeti and Abobeng both in the middle belt of the Municipality saw the Hon. Simon Kweku Tetteh taking over the Keys of the projects which were both started in 2015 by Getfund under then Schools Under Trees and Emergency intervention Program (SUTEmIP) but now completed in March 2022 after the change of contractors and practically handed over.
The Hon. MCE addressing both gathering of community leaders and other stakeholders from the education sector emphasized on the need to cooperate and peaceful coexist to develop the area despite their Political differences.
He continue to acknowledge the key roles played by the elected Member of Parliament for the Lower Manya Krobo Constituency, Hon. Ebenezer Okletey Terlabi which has brought the long term abandoned project to this completed stage as he states that the area can only develop if only they work together in the best interest of the citizens in the Municipality.
Hon. Simon Kweku Tetteh at both ceremonies onwardly handed over the keys of the buildings to the GES director’s Representative, Mr. Victor Badu who is the planning officer at the Lower Manya Krobo Municipal Education Directorate for further decisions on how the buildings will be use.
At Ayemersu Kpeti, the Hon MCE said that the community was fortunate to have received a newly contracted 6-Unit Classroom block with ancillary facilities which at as now have given the infrastructure relief that have been their burden over the pass years. He assured both gathering that the Municipal Assembly under his watch will make arrangements to supply furniture’s to the newly completed projects.
Hon. Ebenezer Tetteh Kupualor, MP for the Lower Manya Krobo Constituency who was accompanied by Hon. David Walter Hormenu, Constituency Chairman of the NDC and some party faithful to the short ceremony addressing both gathering appeal to the leadership and education stakeholders to maintain the facility which cost the country huge amount of money to put it in up and also put it into good use to benefit both the students and teachers.
Mr. Raymond Adu the representative from PPMC, the consulting firm in charge of both projects promised that after 6 months of this handing over of the project, his outfit will undertake full project audit to make sure the state have value for the money spent on the project.
Dade Matse Kwesi of Abobeng Community used the opportunity to appeal to the Hon. MCE and Hon. MP to use their Honourable offices to help get more teachers for Abobeng M/A Basic School since the school is totally under staff.

Ghana @65 Independence Day Parade at Larsi Park in the Lower Manya Krobo Municipality

Hon Kweku Simon Tetteh participated in the 6th march Event held at larsi Park at Lower Manya Krobo Municipal Assembly the theme for the 65th Anniversary ‘Working Together, Bouncing Back Better’ enjoins us as Ghanaians to remain united and focused on the challenges that confront the nations and with that teamwork achieve our goal through strategic movement.
He first and foremost conveyed a special anniversary greetings from His Excellency, Nana Addo Dankwa Akufo- Addo, the President of the Republic of Ghana. He also took the opportunity to congratulate our school children from the Basic and Senior High Schools for the smart and impressive turnout this morning.
He touched on the history of Ghana from the colonial era to independence 6th March, 1957. He spoke about leaders of the United Gold Coast Convention, the first Political movement on the then Gold Coast must be honoured for initiating actions that led to freedom for our beloved country. Key amongst them were Joseph Boakye Danquah; Emmanuel Obetsebi-Lamptey; William Ofori-Atta; Ebenezer Ako-Adjei, Edward Akufo-Addo and Dr. Kwame Nkrumah often referred to as the ‘Big Six’.
He concluded by taking the opportunity to call on all Traditional Council and communities to continue to embrace peace and not to allow anything to be a source of conflict that can derail the peace and unity so badly needed.

10 PWD’s get Disability support from Lower Manya Krobo Municipal Assembly

10 people living with disability in the Lower Krobo Municipality on Tuesday 1st March, 2022 were empowered by Hon. the Municipal Assembly.
The 10 PWDs received Big Chest Freezer each as some received bags of sachet water and Ice Chest to Start Ice Water Business and others received Boxes of frozen Fish and Meat to Start Cold Store business.
Hon. Simon Kweku Tetteh in his brief address advised the beneficiaries to put the support into good use to help themselves and others depending on them.
He further entreated them Simon Kweku Tetteh, MCE for the area in a ceremony held at
to desist from selling the Freezers received as he pledged his maximum commitment to make sure the lives of PWDs is his Municipality get improved under his leadership as the Municipal Chief Executive.
