LOWER MANYA KROBO MUNICIPAL ASSEMBLY HELD ITS SECOND ORDINARY MEETING OF THE 4TH SECTION OF THE 7TH ASSEMBLY AT THE MUNICIPAL ASSEMBLY HALL

Pursuant to Section 28 of the Local Government Act, 2016(Act 936). The lower Manya Krobo Municipal Assembly on 10th November, 2022 held its second ordinary meeting of the 4th section of the 7th Assembly at the Municipal Assembly Hall. The Presiding Member Hon. Ayer Kofi Zando welcome all members of the house, and asked them to remain focus throughout the deliberation. The Hon Presiding Member tabled the issue of 2023 fee fixing, budget for 2023 for approval and discussion of MCE sectional address. The house after pursuing the document of the fee fixing and the budget for 2023 unanimously approve it as a working document.
The MCE Hon. Simon Kweku Tetteh in his delivering highlighted the following: Administration, Security, Finance of the Assembly, Process report of the physical project and roads, state of implementation of government policies and social intervention programs, issues emanating from Executive Committee. Hon Tetteh said one of the major issue challenging the Assembly is facing is, cost of litigation on court cases against the Assembly and continuous demand of compensation on lands given to the assembly for infrastructure projects.
He said this is draining the coffers of the assembly hence retarding development.
On the issue of security, the Hon MCE enunciated that the Municipality remained calm and peaceful as a result of the hard working security personnel of the support the honorable assembly members. He however complained of the incident that happened recently between a section of the community of Nuaso Old Town and workers of the electricity company of Ghana Limited and officers of the 49-engineering regiment of the Ghana Armed Force on the installation of the prepaid meters in the area as regrettable. He said currently the area is in darkness and Nene Sakite II Kono of the traditional area and some personalities’ in the area and himself are having discussion with the electricity company of Ghana to restore power back to the area.
Reporting on the finances of the Assembly, Hon. Tetteh indicated that, the Assembly received an amount of two Million, Nine Hundred and Thirty Eight Thousand, Six Hundred and Eighty One Ghana cedis Fifty Eight Pesewas (2, 938,689.58) as a total revenue out of an approved budget of Twenty Million, One Hundred and Forty Two Thousand, Five Hundred and Fifty Nine Ghana cedis and Thirty Two Pesewas (20,142,559.32) represented 14.56% of the approved budgeted figure for the year. He further indicated that, the Assembly was expecting to have received One Million, Five Hundred and Sixty Seven Thousand, Five Hundred and Eighty Ghana cedis (1,567,580.00) out of the total budgeted figure mentioned above as Internal Generated Fund (IGF) but rather Eight Hundred and Eighteen Thousand, Four Hundred and Eighty Seven Ghana cedis and Ten Pesewas (818,487.10) was received which formed a component of the total revenue stated earlier. He stated the reasons for the inability of the Assembly to meet the approved budget as frequent attacks on revenue collectors at mounted barriers and incapability of the Assembly to collect revenue from Akuse.
Capital and Infrastructure projects are projects every government undertake. Touching on physical projects, the MCE outline a number of projects the Assembly has commenced, completed while others are at different stages of completion. He mention the construction of Ten sitter WC toilet at Nuaso Korlenya, Ten sitter WC toilet at Akuse, Ten sitter WC toilet at Kpongunor, construction of market shared at Kpong, construction of One Hundred Eighty-Eight lockable stores at Agormanya market, construction of 1.2km road from Kpanyas to Cannan, Business Resource Center just to mention a few. The Hon MCE further stated that, Two Thousand One Hundred and Fifty Three people from Sixty- Six communities benefited from Livelihood Empowerment against Poverty (LEAP). He pleaded with the Honorable members to do away with the fears of the beneficiary in their respective electoral areas as the last payment for the year will be made in due course.
Commenting on Disbursement of Funds to the people living with disability, the MCE indicated that, the Assembly has handed over Economic Empowerment items to Twenty One beneficiaries to start business with for a living. This brings to a total of Six Hundred and Thirty people so far benefited. Bringing the speech to an end, Hon. Tetteh asked Honorable members of the house to consider and approve recommendation from the Executive Committee report to be used as a working document.

Stakeholders meeting on Early Childhood Development Centres (ECDC)

Meeting with Proprietor and Proprietresses of ECDC’S Held on the 24th October 2022 at the Municipal Assembly Hall. The meeting started at exactly 9:53 with a prayer by Mr. Benjamin Basta. Self-introduction was than by all participants.
Deputy did the welcome address on behalf of MDC. He recommended the day care centres for their effort and note they play in developing the kids for the municipality.
The representative from the Ghana education service said the private school have played a pivot role in the education sector. He urge all schools that are not registered with the department to do so.
The new curriculum begins with early childhood. There is a structure for the learning centres to be friendly for the learners. He urged all schools to contact them to assist them in the set-up, training, logistic to educate the learners. He extends his education directors greetings to all.
The participant asked the difference between NACIA and GES. The rep. said NACIA is a monitoring body and GES in the main body that sees to the supervision and monitoring in the district in the municipality. GES does not register private schools.
Madam Daisy said pre-school is not under GES. 3 months to below 4years is registered under social welfare she gave the difference between day care and GES schools.
Madam Grace thank the regional director, HOD and staffs for being in attendance. She urge all centres to register with department. She said every child is the joy of a home, hence the centres have to take care of the children well to make it a good home. She said the heads of the centres should train their attendances to train them.
Madam Janet Adenyo gave the participants situational report on ECDC / Day care centres operations within the municipality. 35 day centers have been registered as at 2021 and currently four centres have shutdown. Four new centres are registered but yet to be certified. From her observation, some centres have all age group up to below 4years in the same room. Some school have poor lightening and cracked floor, some have no or few mats for the pupils to sleep on.
The challenges, some day care centres obstruct social welfare officer from getting access to their facilitates. Most centres are semi-wooden structure. Few or luck of playing materials relay collecting certificate and renewed of certificate. Most of the attendants have not been trained by the department.
Mr. Isaac Asante to the group through the legal framework. Day care centres are not schools, it is home away from home for the children. Day care centres are institution that provide supervision for the infants. He spoke about the inspection of the day care centres.
Madam daisy said the assembly should invite the day care centres for free fixing. Deputy Director Yaya said the assembly invites the executives of all associations for free fixing. The chairman of the private school association said for about 7 years now they have not been invited.
One of the participant ask that the social welfare officer should council themselves for some of their meeting to educate their parents during PTA.
Madam Deborah Diasy Kwabia took us through the methods of teaching young children. She ask the participants if a three months old baby can be taught? Most of participants said the baby can be taught.
Madam said the babies’ starts learning from the second trimesters of pregnancy. The main method of teaching young learners are the 7 primary learning styles: visual (spatial), aural (auditory), where sound and music is used. Verbal (linguistic), where the child learns best through words (verbal or written), physical (kinesthetic) learn through experience and rely on sense of touch, and are active. Logical (mathematical) learn through logic. Social (interpersonal) learn through group interaction. Solitary (interpersonal) does self-study. Children learn from known to unknown. We have the following learning style.
-outdoor learning
-realis (real object) into the classroom.
– Center/ modelling theme/ corner methods.
– Picture reading
– lecture method
She spoke about the two key tools which are the treasure basket and story sack. The treasure basket contain variety of items which the children play with and sometimes put them in their mouth to determine the type of object, using sense of smell, touch, taste, sight hand .
Evaluation is done through demonstration. MEO said the classroom should have 16 by 16 measurement, with two doors. Ventilation is also important. Health screening is to extended to the various school to curb the spread of typhoid sanitation and hand washing machine needs to be provided in the school.
Physical planning is basically concern with the facilities that are used for the day care centres. The layout of the facilities has to be brought to the office for the facilities to have a good layout. The centres should be easily accessible and must not be located near a refuse dump, noisy areas.

NADMO WITH CONJUNCTION WITH THE LOWER MANYA KROBO MUNICIPAL ASSEMBLY DONATED LIFE JACKETS

On the 3rd November,2022 a donation of 15 Life Jackets to the Municipal Education Directorate by the NADMO SECRETARIAT for onward distribution to pupils of Amedeka Basic School who cross the river from neighboring District to schools in the Municipality.
The Municipal Education Director expressed their appreciation by commending the effort from NADMO to Support students and to keep them save while crossing the river to school. They submitted that more effort has to be made by Government to save guard other schools who may have similar problems in their communities.

EASTERN REGIONAL AGRI-BUSINESS INVESTORS CONFERENCE & EXHIBITION (ERAISE)

On the 14th & 15th September, 2022 a conference and exhibition was organized by the Regional Agricultural Department of the ERCC for the Eastern Regional Agri-Business Investors Conference & Exhibition (ERAISE). The conference was structured to a 2 days program which was held at Koforidua Jubilee Park – Centre for National Culture.
The theme for the conference was ” Achieving Agricultural Industrialization through Eastern Commodity Satellite Market: Financial and Technical Support of TIAST”. The purpose of the fair is to;
● Boost agricultural industrialization
● Contribute to local economic development of the Districts/Municipals
● Promote value addition to agricultural produce
● Enhance the supply of good quality Agro-inputs
● Enhance the supply of good quality agricultural produce for processors and consumers
● Link small scale farmers and processors to markets
Some challenges or problems they were facing includes;
● Several interventions and Program (PFJ, PERD and MAG) have led to the improvement in yields and production of some major crops in the Region.
● Consequently, issues of marketing of produce have become the main constraint of farmers were discussed.
The Eastern Region in 2019 proposed the development of commodity satellite market as a direct response to the problem of weak market linkages. After the successful organization of the Maiden Eastern Commodity Satellite Market (ECSM) Fair, the Eastern Regional Minister took a special interest in developing this Agenda it to international standards viz a vis pursuing an Industrialization agenda for the Region. In light of this, he engaged TIAST to partner the Region to further develop its Commodity Satellite Market agenda thereby achieving industrialization.

TIAST (Torchbearer International Agricultural Science & Technology) is a Chinese Firm that:
⮚ Adds value to Agricultural Value Chain
⮚ Promote the worth of Agricultural Industry in all African countries through industrialization.
⮚ Provide technical support, offtake services and financial support for farmers, investors, entrepreneurs and interested parties who want to own their Agricultural Processing Factories.
⮚ Provide after-sales technical support covering installation, maintenance, technical management, spare parts supply and training.

The first day of the exhibition was structured to be an indoor event;
⮚ It will comprise of speakers delivering addresses, and client engagements.
⮚The outdoor event will comprise of the fair where there will be a showcase of client products, bank consultations, free medical screening etc.
The second day of exhibition was structured to be an outdoor activity;
⮚A full day of outdoor activities and exhibition of client products,
⮚ Free medical screening, bank consultations, panel discussion and interview.
Stakeholders that was present at the conference were;
Eastern Regional Minister, Regional Coordinating Director- ERCC, Regional Director of Agriculture ,District Chief Executives ,District Directors of Agriculture ,Regional Director for Ministry of Trade and Industry , Food and Drugs Authority , Council for Scientific and Industrial Research , Ghana Export Promotion Authority , Ghana Standard Authority , Ghana Investment Promotions Authority , Registrar General , Processing companies , Healthcare specialists , Premium clients and investors , Partnering banks and insurance companies , Media publicity (Television, Radio and Newsletter).

TWO HUNDRED (200) DESKS TO BE DISTRIBUTED TO SOME BASIC SCHOOL IN THE LOWER MANYA KROBO MUNICIPALITY

Lower Many Krobo Municipal Assembly on 9th August, 2022 handed over Two Hundred (200) desks to the Municipal Education Directorate at the forecourt of the Municipal Assembly for onwards delivery to some basic schools in the Municipality.
The Municipal Chief Executive Hon. Simon Kweku Tetteh in his presentation thank His Excellency the President Nana Addo Dankwa Akufo – Addo for his continuous support to Education.
He said culture of maintenance has been a problem for the people of this Country. He therefore pleaded with the Education Directorate to advice the beneficiary school to take good care of them.
Mr. Samuel Kwesi Tettey Municipal Director of Education on behalf of the Education Directorate and his own behalf thanked the management of the Assembly for their kind gesture. Mr. Kwesi said since he assumed office this is the first consignment received from the Assembly and he is of the believe that subsequent one will follow soon. He promised that, he will admonish the beneficiary school to take good care of them so as to last long.

Linking Up Initiative-End of Project Dissemination Meeting Ensign Global College Conference Hall

On the September 6, 2022 the Lower Manya Municipal Assembly held a meeting with the Linking Up Initiative at the Ensign Global College conference hall. The meeting started 8:00am. The introduction of the meeting and workshop objectives was done by the MC
The welcome address was delivered by the MCE, Hon. Simon Tetteh. History and workshop objective of the Linking Up Initiative was given by Dr. Esi Colecraft. Local Partners of the project were Ghana Health Service and Queen Mothers.
Three districts were engaged Lower Manya Krobo Municipal, Yilo Krobo Municipal and Upper Manya Krobo. The project supported one hundred and sixty-six (166) beneficial’s in the three (3) districts and in eight (8) communities. The project is about farming, poultry and horticulture that is egg and garden egg respectively. Some of the Farmer Base Organization (FBO) beneficial were there to share the experiences that was their challenges, profits etc. Staffs from Agriculture dept (DAD), Ghana Enterprise Agency formally (BAC), Ghana Health Services (GHS), Ghana Education Service (GES), Social Welfare Dept, Management Information System etc from the three districts and department were invited.
There was General discussion on the sustainability of the project. The meeting ended 6:00pm with a closing prayer.

TRAINING ON SOAP MAKING AT BUEYONYE ON THE 13TH OF JULY,2022

On the 13th July, 2022 Community Development Unit facilitated soap making Training. The training was held at Church of Pentecost, Bueyonye. The sponsors of the programme is Lower Manya Krobo Municipal Assembly.
The trainees who participated in the workshop came from Bueyonye community. The participants for the programme will be the foundation upon which the Unity and Progress Women Group will be established in Bueyonye. A total number of forty (40) participants comprising thirty-five (35) women and five (5) men attended the programme.
The programme was organized for one (1) day. It started at 9:18 am and ended around 1:30pm.
The main objective behind the program is to empower the women group to achieve and maintain a meaningful life while remaining in their localities.
The training session commenced with an opening prayer by a participant. The Unit head, Mr. John Noko-Ayer, delivered the opening address. He admonished them to take the training seriously since the skills obtained from the training would be of benefit to them.
The trainer, took the participants through the various stages in preparing the Azuma blows and liquid soap with the available ingredients (perfume, colour, sterling, foam booster, caustic soda, thickener, salt, a rubber bowl etc). The participants observed carefully the preparation process with participants having the opportunity to ask questions
After the demonstration by the trainer, the participants were divided into 2 (two) groups, where they had the opportunity to practice what they had learnt by making their own Azuma blows and liquid soap with guidance from the trainer. This is to assist the participants in identifying some of the risks they are exposed to and the mechanism they think is available for managing each. The participants requested to know where they could purchase the Azuma blows and liquid soap making items and they were responded to in that regard.
They were taught how to commercialize the products and also taken through some of the ways to sustain the business as a group.
A staff of the unit, Ms. Na-Afua Tettey thanked the participants for their contributions during the program and urged them to buy the items and make their own for personal use and also sell individually or as an association to the public to make profit. She also used the opportunity to sensitize them on the role of the Business Advisory Centre (BAC); which seeks to support the growth of MSMEs.
The meeting was brought to a close at 1:30pm with a closing prayer from the community chief. All participants were given samples of the prepared liquid soap and Azuma blows after the training.
Punctuality- Some members reported very late even though they were all informed of the starting time of the training

Participants agreed to pay a fine the next time anyone is late for a program
Provision of handouts or slides must be made available to participants
On behalf of the group, the expressed their gratitude to the Municipal Assembly, the Community Development Unit and the trainer for organizing such the program. In their thanksgiving the participant promised they were going to apply what they have been taught. He also promised to organise themselves and later visit the Business Advisory Centre to help sustain and grow their business as a group.

STAKEHOLDERS ENGAGEMENT ON HOW TO MOBILISE FUNDS TO SUPPORT INFORMATION DISSEMINATION ON EPIDEMIC DISEASES.

The Lower Many Krobo Municipal Assembly on 23rd June, 2022 held a meeting with its stakeholders at the Municipal Assembly Hall to discuss about how to raise funds to aid in information dissemination on epidemic diseases.
Speaking at the gathering the Municipal Coordinating Director Mr. Selom Tibu welcome the participants to the meeting and told them to fill free and asked questions relative to the issues that will be discussed. He used the opportunity to highlight some of the developmental projects the Assembly has done over the past Four (4) years. He said the will be a divergent views regarding the subject matter but decision should be taken, so that together we build the Municipality.
The Municipal Chief Executive Hon. Simon Kweku Tetteh in his speech also reiterate the developmental projects the Assembly has done over the past few years. He said Lower Manya Krobo Municipal Assembly is among the Four (4) Municipalities in the Eastern Region and Twenty – Five nationwide benefiting from the Secondary City program sponsored by the World Bank. Hon. Tetteh said the initial funding the Assembly received was used to construct One Hundred and Eighty – Eight (188) lockable stores at the Agormanya market. The second funding was also used to construct 1.2km road from Kpanyas junction to Canan and a Business Resource Centre with an auditorium of Three Hundred seater Capacity. The Municipal Chief Executive said the next funding the Assembly will be receiving will be to construct some drainages and roads that are in deplorable state. He advice the participants to pay their tax obligations so that the Assembly will get more revenue to do more of the developmental projects.
Presenting on the epidemic diseases, Mrs. Selasi who represented the Municipal Director of Health presented statistics on the following H1N1, H3N2, RABBIES, COVD – 19 and CHOLERA from 2018 – June, 2022. H1N1: Thirty – Two (32) and Fourteen (14) cases was recorded for the year 2018 and 2021 respectively. H3N2: Four Hundred and Eighty-Seven (487), Seventeen (17), Forty-Seven (47) and Thirteen (13) cases was respectively recorded for the year 2019, 2020, 2021 and 2022. RABBIES: TWO (2) cases was recorded for the year 2019 and unfortunately both of them died. COVID-19: Three Hundred and Twenty-Eight (328), Two Hundred and Seventy-one (271) and Seventeen (17) cases was recorded in 2020, 2021 and 2022 respectively from a total sample of Five Thousand One Hundred and Forty-Four (5,144) collected of which Four (4) died. CHOLERA: No case was recorded for the years under review.
Mrs. Selasi said for covid -19 vaccination Twenty Nine Thousand Five Hundred and Eighty-Eight (29,588) people took the first dose, Eleven Thousand Two Hundred Ninety-Two (11,292) took the Second dose and One Thousand Nine Hundred and Fifteen (1,915) took the booster making a total of Forty Two Thousand Seven Hundred and Ninety- Five (42,795) people so far vaccinated. She indicated some challenges such as poor adherence to safety protocols, lack of funds and inadequate performance of community surveillance volunteers facing the Health Directorate and pleaded with the stakeholders to help them overcome these challenges.
Mr. Benjamin Asah the Municipal planning officer in his delivery stated that, the Municipality is blessed with so many developmental potential and so there is the need to have a plan to make these potential reality. He said, recently a team went round all the electoral areas in the Municipality to collect the needs of the people from the various electoral areas to enable the Assembly have its Medium Term Development Plan for the next Four (4) years. Mr. Asah said, after the need assessment, cost was allocated to them and it pointed out that an amount of Fifty Eight Million Six Hundred and Fifty Thousand Eight Hundred and Eighteen (58,650,818) Ghana Cedis will be needed to provide the facilities the people are requesting in their electoral areas. He the therefore pleaded with the people to pay their tolls given to them so that the Assembly can be able to deliver.
It was agreed that as a stakeholders and development partners to the Assembly, fifty (50) Ghana Cedis will be levied among themselves to purchase fuel for the publicity vans, payment for community information centers and air time for radio stations to start with.

2022 GREEN GHANA DAY

As part of the activities to mark the 2022 Green Ghana day, the Lower Many Krobo Municipal Assembly in collaboration with the Forestry Department in the Municipality on 10thJune, 2022 commemorate the event at Manya Krobo Senior High School.
The Municipal Chief Executive Hon. Simon Kweku Tetteh in his address encouraged the students to embark on this good initiative to protect and preserve the forest reserve of the Municipality. He further threw a challenge to the students to plant trees in their name to leave a mark in the school.
The Municipal Director of the Forestry range, Mrs. Benedicta Owusu Ansah in her speech stated that the target for this year Nationwide tree planting is Twenty Million (20,000,000) of which Lower Manya Krobo is expected to plant Twenty Thousand (20,000).
She provided some seedlings for planting.
The Headmistress of the school Mrs. Agnes Nanor joined the Municipal Chief Executive together with some students to plant some of the seedlings around the school.

LOWER MANYA KROBO MUNICIPAL ASSEMBLY STAFF DURBAR HELD ON FRIDAY 24TH JUNE, 2022 AT THE MUNICIPAL ASSEMBLY HALL.

On the 24th June, 2022 Lower Manya Krobo Municipal Assembly held a staff durbar at the Municipal Assembly Hall at 10:40am. The total number of workers that attended were one hundred and twenty five (125). Out of which sixty five (65) were males and sixty (60) females.
The Municipal Coordinating Director welcomed all staff to the maiden staff durbar for 2022 and mentioned the agenda for discussion;
1. Discuss issues on health insurance
2. Discussion on attendance and attitude towards work
3. Open forum for staff
The Municipal Chief Executive again welcomed staff to the durbar and thanked them for coming. He gave brief highlights on the current state of the Assembly, with regards to Administration, staffing, projects and some few challenges the Assembly was facing. He then introduced Mr. Alhassan Yahaya, Deputy Director who had recently been posted to the assembly from Akuapem North and further stated that, a total number of twenty four (24) newly recruited staff had been posted to various Departments and Units of the Assembly and was appreciative of them for accepting postings to the Municipality. He encouraged them to be of good behaviour and open to learn and adopt to the system.
The Hon. M.C.E. commented briefly on the performance of the assembly in the most recent DPAT exercise in which Lower Manya Krobo Municipal Assembly performed commendably and acknowledged that, this success could not be chalked without the contribution of staff and added that, he was tremendously grateful and encouraged each and every one to carry on with the good work.
Again, MCE made a comment on dressing to the office and mentioned that, some staff put on casual outfits to work which he said was totally unacceptable especially for the ladies and stated that, even though LGS did not have an official dress code, dressing to the office should be formal and decent.
He mentioned stealing within the premises of the Assembly and said that, in recent times, items were getting missing within the Assembly premises which had become of grave concern to Management and entreated staff to be committed in protecting state property.
In conclusion, he said he was displeased with staff attendance to programs and ceremonies like funerals, weddings etc of colleagues and appealed to all to make it a point to attend programs and ceremonies of colleagues and also programs of the Assembly and finally thanked all for their attention.
Another closing remark was also delivered by the Municipal Coordinating Director. He thanked staff for their attention and participation and entreated all to continue to deliver for the development of Lower Manya and Ghana as a whole. He also encouraged staff to be watchmen of properties of the assembly as we all had a duty to protect state property as public servants.
