LOWER MANYA KROBO MUNICIPAL ASSEMBLY ORGANIZES WORKSHOP ON LOCAL GOVERNMENT ACT, ASSEMBLY BY-LAWS, AND PERFORMANCE APPRAISAL

On Tuesday, 20th May 2025, the Lower Manya Krobo Municipal Assembly held a capacity-building workshop at the Municipal Assembly Hall. The focus of the workshop was on the Local Government Act, 2016 (Act 936), Assembly By-Laws, and the Performance Appraisal system.
The primary objective of the training was to sensitize staff on the proper preparation of their individual performance appraisals. This initiative is aimed at enabling Heads of Departments and Unit Heads to effectively assist their subordinates in identifying their Key Performance Areas (KPAs) and aligning them with Key Performance Indicators (KPIs). This process is intended to support better planning and implementation of departmental activities for the year under review.
The session also included an in-depth presentation on the Local Government Act, 2016 (Act 936), and relevant Assembly By-Laws, delivered by Director Michael Tetteh Kwame. He highlighted specific by-laws that staff members are required to be aware of in the execution of their duties. The session was highly interactive and informative, allowing for active participation and knowledge sharing among staff.
The Municipal Chief Executive, Hon. John Atteh Martey, graced the occasion and emphasized the importance of capacity building in enhancing staff performance and institutional effectiveness. He encouraged all staff members to work collaboratively and carry out their duties in alignment with the government’s vision for development and good governance.

LOWER MANYA KROBO MUNICIPAL ASSEMBLY MANAGEMENT MEETING WITH THE HON JOHN ATTEH MARTEY AT THE CONFERENCE HALL

On 14th May 2025, the Management of the Lower Manya Krobo Municipal Assembly held its first official meeting under the leadership of the newly appointed Municipal Chief Executive (MCE), Mr. John Atteh Martey. The meeting took place at the Conference Hall and was chaired by the Municipal Coordinating Director (MCD), Mr. Selom Tibu.
In his opening remarks, Mr. Tibu outlined the purpose of the meeting and encouraged all unit and department heads to introduce themselves, stating their designations and outlining the roles they play in their respective offices. This exercise provided the MCE with a comprehensive understanding of the responsibilities and functions of the various departments within the Municipality.
Mr. John Atteh Martey then gave a brief introduction about himself. He commended the staff for their commitment and hard work, and expressed his dedication to pursuing the Government’s “Reset Agenda” aimed at driving development across the Municipality. He emphasized his desire to make a positive impact during his tenure and pledged to work harmoniously with all staff members.
Subsequently, the MCD officially presented the handing-over notes from the immediate past MCE, Hon. Kweku Simon Tetteh, to Mr. Martey.
In his closing remarks, the Coordinating Director thanked all members of management for attending and assured the new MCE of the full cooperation and support of all officers in the collective effort to advance development in the Lower Manya Krobo Municipality.

LOWER MANYA KROBO MUNICIPAL ASSEMBLY ELECTED PRESIDING MEMBER (PM) AND CONFIRMED THE MUNICIPAL CHIEF EXECUTIVE (MCE)

Lower Manya Krobo Municipal Assembly on 9th May, 2025 gathered at the Assembly’s Conference Hall to elect a Presiding Member and also to confirm the President’s nominee for the Municipal Chief Executive.
Given an opening remarks by the Member of Parliament for the Constituency, Hon. Ebenezer Okletey Tei Larbi who doubles as the Deputy Minister for Interior, emphasized the importance of completing the governance system hence the Assembly needs to elect a Presiding Member and endorse the President’s nominee for the Municipal Chief Executive to enable the decentralized system to be complete.
Manye Angmorkwor-Yoko I, one of the government appointees who was not able to turned up during the mass swearing –in was led by his Honor Justice Kwesi Appiatse Abiadoo the Municipal Circuit Court Judge to administer both the oath of Allegiance and the oath of Secrecy to be part of the Assembly Members.
Following the withdrawal of Hon. Raymond Eliphlim Godson, Hon. George Lawer Amartey went unopposed as a Presiding Member and after a successful ‘Yes’ or ‘No’ election was conducted on him, the following results were obtained. Total votes cast- Forty-five (45), ‘YES’ -Thirty-three (33) representing Seventy-three point Three percent (73.3%), ‘NO’- Eleven (11) representing Twenty-four point Four percent (24.4 %) and One (1) rejected representing Two point Two percent (2.2%). Out of Forty-four (44) valid votes cast, Hon. George Lawer Amartey emerged a winner with Thirty-three (33) votes. With a decisive two-thirds majority, Hon. Amartey was declared Presiding Member-elect and sworn in by the aforementioned judge
In his inaugural address, Hon. Amartey thanked the Assembly Members and all stakeholders for their support, promised to work with them so that together they project the progress of the Municipality.
The Electoral Commission after conducting the election for the confirmation of the MCE the nominee Hon. John Atteh Matey had Thirty-eight (38) votes representing Eighty-four point Four percent (84.4%), Five (5) voted against him representing Eleven point One percent (11.1%), and Two (2) rejected representing Four point Four percent. (4.4%), sum-up to be Forty-three (43) valid votes cast, securing the requisite two-thirds majority. Hon. Matey was confirmed as MCE and sworn into office by Hon. Ebenezer Okletey Teilabi, representing the Eastern Regional Minister.
This milestone brought immense joy to the Lower Manya Krobo Municipality, especially after prolonged efforts to elect a Presiding Member.
In his acceptance speech, Hon. Matey expressed gratitude for the overwhelming support and pledged to work tirelessly for the development of the Municipality, calling for all hands on deck to drive the progress of the Assembly

JA RULE COMMISSIONS A 6-UNIT CLASSROOM BLOCK AT NUASO ANGLICAN SCHOOL

Pencil of Promise a Non-Governmental Organization (NGO) with American rapper Ja Rule in the Lower Manya Krobo Municipality on Monday 31st March, 2025 commissioned a 6-unit classroom block, four (4) unit toilets, and four (4) unit urinal facilities for the Nuaso Anglican school in the Lower Manya Krobo Municipality.
The Team first paid a courtesy visit to Nene Sakite II at the Palace Manya Krobo Traditional Area and President of the Eastern Regional House of Chiefs. The Kono appreciated the NGO and Ja Rule for showing concern to the Pupil of Nuaso.
Ja Rule mounted the platform to express his profound joy in completing the 6-unit classroom block, 4-unit toilet, and 4-unit urinal facility. Ja Rule promised more developmental projects for the community such as building more schools, gyms for the youth etc.
In attendance was the former Hon. Simon Kweku Tetteh (Municipal Chief Executive), Municipal Coordinating Director Selorm Tibu, Municipal Director of Education, and other stakeholders.

Stakeholders meeting on Municipal Environmental Sanitation Strategy Action Plan (MESSAP) 2024-2028

Introduction
This report details the proceedings of the stakeholder’s engagement meeting for the preparation of the Municipal Environmental and Sanitation Strategic Action Plan (MESSAP).

Objectives of the Engagement
The primary objectives of the meeting were to:
• Present and discuss the final draft of the MESSAP document to the key stakeholders.
• Foster a collaborative environment for ongoing stakeholder participation.

Meeting Proceedings
• Welcome and introductions
The meeting was opened by Mr. Selom K. Tibu (MCD), who welcomed participants and emphasized the Municipality’s commitment to environmental sustainability and the purpose of the meeting. Participants introduced themselves and their respective organizations/roles.
• Presentation on MESSAP Overview
A comprehensive presentation was delivered covering;
– The rationale and objectives of the MESSAP
– The scope of the plan, including key environmental domains (e.g., waste management, water resources)
– Monitoring and evaluation of the previous MESSAP document,
– The importance of stakeholder engagement in ensuring the plan’s relevance and effectiveness.
• Open Forum and Discussion:
– An open forum allowed stakeholders to voice their concerns, perspectives, and priorities.
• Identification of Environmental Challenges: Stakeholders identified a range of pressing environmental issues such as:
– Inadequate skip containers, improper solid waste management, poor drainage system, and inadequate public sanitation facilities.
• Stakeholders raised concerns about financial constraints impeding the progress of the plan.

Key Outcomes and Recommendations:
• A strong foundation for stakeholder collaboration was established.
• The importance of a participatory and inclusive approach was reinforced.
• It was also recommended that due to financial constraints, projected plans and programs should be limited to ensure that the plans are met within the stipulated time frame of the MESSAP.

Conclusion
The stakeholder’s engagement meeting was a successful and productive event. It provided a valuable platform for dialogue and collaboration, and it laid the ground for the implementation of the Municipal Environmental and Sanitation Strategy Action Plan (MESSAP). The strong engagement and commitment demonstrated by stakeholders bode well for the successful implementation of the MESSAP.

LOWER MANYA KROBO MUNICIPAL ASSEMBLY COMMEMORATE 68TH INDEPENDENCE ANNIVERSARY

Ghana 68th independence anniversary celebration in the Lower Manya Krobo Municipality was held at the forecourt of the Municipal Assembly. The Municipal Assembly opted for culture performance itself of usual March pass. The event brought together Four (4) Senior High School (SHS), a Basic School and people from all walks of life.
Speaking under the program Mr. Samuel Kwesi Tettey the Municipal Education Director in his welcome address thanked the people present for making time to be part of the program. He asked them to remained focus and witness the proceedings of the event.
Given the anniversary speech, the Municipal Coordinating Director Mr. Selom Tibu said, people of this Country can only achieved the reset agenda by His Excellency the President if they change their mindset, behavior and attitude towards the way they do things. He pleaded with all Ghanaians to rally behind the Twenty-Four (24) economy policy to enable the President to create jobs for the youth of this Country. Mr. Tibu further indicated that as a citizens we should buy in the vision of the President on the basis of Economic restoration and stabilization of the macroeconomic environment, improving the business environment, governance and Constitutional reforms Accountability and fight against Corruption.
Member of Parliament for the Lower Manya Krobo Constituency and deputy Minister of Interior Hon. Ebenezer Okletey Tei- Larbi in his term promised to use his common fund to pay school fees for tertiary students who are brilliant but needy. He allocated Two Thousand (gh₵2000.00) Ghana Cedis for the participating Schools.
The debate was between Akro Senior High / Technical Schools and Akuse Methodist Senior High School and the topic is System needs a Reset to meet the standards of the 21st Century. Akuse SHS was for the motion with Akro SHS against the motion and at the end of the contest no winner was declare because both Schools has performed well. Following the debate, was the Culture Performance from Manya Krobo Senior High School and Nuaso Anglican Primary.

SENSITIZATION WORKSHOP FOR FOCAL PERSONS IN THREE (3) DISTRICTS

JFK consulting Firm Limited on 14th February, 2025 organised a sensitization workshop for focal persons from Three (3) districts namely Lower Manya Krobo, Upper Manya Krobo and Yilo Krobo at the Conference Hall of the Lower Manya Krobo Municipal Assembly.
Florence Asmah the resource person, in her presentation on the purpose of the program indicated that the workshop is basically to equip the participants on the message they are going to disseminate and the benefits the Community members will be getting from the exercise. She also pointed out to the focal persons the channels of their communication and the scope of their work.
Madam Asmah said the main exercises which has to do with data collection by a train enumerators for people to be enrol on the Livelihood Empowerment against Poverty (LEAP) is schedule to come on in the next Two (2) Weeks. Apart from enrolling some people on the LEAP she also indicated other benefits as helping government to plan for Communities which lack certain facilities such as Schools, Electricity, Portable drinking Water, CHHPS compound among others base on the response the enumerators will receive from the respondents.
Bringing her presentation to an end, she asked the participants to do well and explain the exercise to the people in their respective Communities so that they partake in it.

2024 ANNUAL BUDGET PERFORMANCE REVIEW OF PUBLIC FINANCIAL MANAGEMENT (PFM) PERFORMANCE

The Budget unit of the Lower Manya Krobo Municipal Assembly on 6th February, 2025 organised a Town Hall meeting on the subject ‘2024 ANNUAL BUDGET PERFORMANCE REVIEW OF PUBLIC FINANCIAL MANAGEMENT (PFM) PERFORMANCE AND SENSITIZATION OF 2025 FEE-FIXING RESOLUTION’ at the Conference Hall of the Assembly.
The 2024 Annual Budget Performance Review in line with Public Financial Management is a detailed assessment of how the Assembly has executed its budget over the fiscal year. It evaluates revenue generation, expenditure, and the efficiency of financial management systems in the delivering planned services and projects. The goal of this review is to ensure transparency and accountability while identifying areas for improvement in future budgeting and public service delivery.
Madam Rita Attikumah, Assistant Budget Officer highlighted on the projected budget and the Actual Revenue received for both Internally Generated funds (IGF), Transfers from the central government, Donor funding and other external sources. According to her, the budgeted amount for the fiscal year stood at Fifty Million Four Hundred and Sixty-Four Thousand Three Hundred and Seventy Cedis Fifty-Six pesewas (GHC 50,464,370.56) and out of this Thirty-Five Million One Hundred and Ninety-Six Thousand Five Hundred and Forty-Seven Cedis Ninety pesewas( GHC 35,196,547.90 )was received. She also provided detailed analysis on how the funds were spent, the achievements in the various sectors (such as infrastructure, Health, and Education), and challenges faced in financial management.
Madam Rita in the course of the presentation also provided details on the Fee-Fixing Resolution for the year 2025. She also outlines the proposed projects for the year 2025, being the resurfacing of major roads within the Municipality, tackling of the various uncompleted projects, provision of furniture, amongst others.
Several suggestions, recommendations, and questions were raised by the stakeholders for the betterment of the Municipality.
The successful implementation of these projects will contribute significantly to the socio-economic development of the Municipality. The Assembly remains committed to transparency, efficiency, and collaboration with all stakeholders to achieve sustainable growth.
In attendance were the Municipal Coordinating Director, heads of the various departments, and other stakeholders.

LMKMA ENGAGES STAKEHOLDERS ON MEDIUM TERM DEVELOPMENT PLAN (MTDP)

Management of the Lower Manya Krobo Municipal Assembly on the 28th of January, 2025 held meeting with all stakeholders of the Assembly at the Assembly Conference Hall to discuss the Medium Term Development Plan that will shape the development goals of the Assembly. The meeting also provided the opportunity for the heads of departments to share their achievements and challenges for the previous year and their target for the next year.
The Municipal Development Planning Officer (Benjamin A. Asaah) in his presentation stated the essence of their plan which is to promote consistency in development across the Municipality and the country at large. He also highlighted on the plan aligning with both domestic and international development plans such as the Sustainable Development Goals (SDGs). He further mentioned that the timeline for this plans are influenced by the annual budget calendars and the only way the Assembly is able to raise revenue to support the development plan is through the District Assembly Performance Tool and the Secondary City Support Program which is not enough. Again, he added that the Assembly after seeking additional support which is very competitive has been assigned a target to achieve before being provided with the fund. The target is to achieve proper waste management in the Municipality and he believes that street naming will be essential in resolving the issue of waste management as it will make it easy to identify a particular street that is posing a challenge and have the Sanitation Officers deployed to the scene to take the necessary action. Educating the school children not to litter the environment will also help solve the problem.
The Municipal Head of Departments and Agencies reported significant progress in several areas in 2024, alongside ongoing challenges. For instance crime decreased by 72%, with plans for further reduction in 2025.The Education Service achieved 91% of its targets, citing successful initiatives but inadequate funds and Office space limitations has been a challenge. According to the Director of National Disaster Management Organization in the Municipality, focus has been shifted to disaster prevention and thereby reducing disaster cases in the Municipality. The Physical Planning Department worked tediously to ensure that the Municipality is planned in a way that lives are not in danger, but struggles with undocumented land ownership and unauthorized land development by land owners. The Health Directorate was able to conduct various training programs and campaigns but faces challenges such staff shortages, funding issues, just to mention a few. The Department of Agriculture was able to provide some incentives such as fertilizers, mango seedlings, and weedicides to the farmers but faces obstacles like high input costs and climate change. Social Welfare and Community Development Department outlined its core functions such as Justice and Administration, Child and Family Welfare, and Community development. . Finally, Environmental Health and Sanitation Department reported on its ability to conduct inspections and education efforts. However, they are faced with challenges of staff shortages and lack of transportation.
While time constraints prevented all departments from presenting, the meeting successfully briefed attendees on the MTDP and fostered a collaborative spirit. Participants expressed interest in working together to achieve the Assembly’s development goals. The departmental updates highlighted both successes and significant challenges, particularly concerning funding, staffing, and infrastructure. Addressing these challenges will be crucial for the successful implementation of the MTDP and the overall development of the Lower Manya Krobo Municipality.
